The Aledo City Council to consider an Intergovernmental Cooperation Agreement between the Aledo Park District and the City of Aledo. The Aledo Park District has requested assistance from the City with managing and overseeing the Park District budget and operations. The agreement to include management of operations and oversight of the property and operations of the Park District, other than the youth baseball program. The City shall have exclusive authority over all Park District property and operations, including, without limitation, the following: Property; Programs; Employees; and Finances. On or before January 1, 2019, the Park District shall transfer and pay the City all funds on hand in any account owned or controlled by the Park District, including any operational accounts as well as any reserve accounts; and during the term of the agreement the Park District shall promptly remit to the City all funds received by the Park District from any source, whether such funds are in the nature of tax payments (from the property tax levy or any other source), grants, program fees (excluding fees from the baseball program), rebates, refunds, restitution payments and any other payments from any source.
The City shall hold all funds received from the Park District in a separate fund, and shall keep books and records of account showing all funds received from the Park District pursuant to the agreement and all expenditures made by the City pursuant to this agreement for the purpose of operation of programs, operation and maintenance of real and personal property, and employee costs. The City shall provide annual financial reports to the Park District within ninety (90) days following completion of the City's fiscal year, and the City shall cause an audit to be completed each year in compliance with the audit requirements imposed upon the Park District by statute. During the term of the agreement, any surplus in Park District funds held by the City shall be held in reserve to meet future capital expenditure requirements. In the event there is ever a deficit in the Park District funds, the Park District shall engage in borrowing appropriate to address the financial shortfall. The parties agree the City shall have no obligation to provide any funding for programs, property or expenses of the Park District beyond the amount of funds delivered to the City by the Park District pursuant to the agreement.
The City will perform an independent audit of the Park District funds before establishing a five (5) year Capital Improvements Project to plan for possible pool repairs and ball field expansion. The Aledo Park District approved and executed the agreement at their July 2018 meeting, with all members signing the Intergovernmental Cooperation Agreement. A public hearing was held on Monday, August 6th, 2018 at 6:00 o'clock p.m. in the City Council Chambers. The Aledo City Council held the first reading on Monday, August 6th, 2018. The second reading of the Intergovernmental Cooperation Agreement to be held on Monday, August 20th, 2018 at 6:30 o'clock p.m. in the City Council Chambers.
